Canada-led Bloc at DISEC Passes UN Resolution Paper
The fourth committee session of the United Nations Disarmament and International Security summit ended with the Plan for Haiti Assistance for Violence and National Recovery (Plan HAVEN) Bloc, led by Canada alongside Mexico, Australia, El Salvador, Russia, China, and more, passing with a majority vote victory.
The Bloc emphasizes the necessity of Haiti regaining democratic state sovereignty. The paper goes over key points regarding combatting the gangs such as the short-term implementation of UN Peacekeeping Forces, the use of UN-trained RCMP and Mexican police to train Haitian police forces, and enacting UNSC Resolution 2653 to freeze gang assets to significantly reduce their influence around Port-au-Prince and the island at large. The tracking and seizure of drugs along major trade routes will also be a major part of the operation, in order to reduce incoming funds and reduce the impact of drugs on the country to help stabilize the economy.
The Paper states that Haiti will implement Australia’s import/export policies. Such implementation will ensure strict inspection of any remotely suspicious cargo. Another Australian contribution is the implementation of Australian National Disaster Defence policies in Haiti, which will aid in minimizing casualties and damage in case of a future natural disaster, and prevent anything like the 2010 crisis from happening again.
The Paper covers ecological reforms as well, such as the increased use of wind power and reforestation.
